ujustthreeweekso. AlthoughI’mstillquitenewtothecountry,Ican’thelpbutfeeloptimisticabouttheopportunitiesahead. Onmyseconddayatwork,IpresentedmycredentialstoPresidentAliyevandwehadawarmandopendiscussiononthestrengthofU.S-Azerbaijanrelationsandthewaysinwhichwecanadvancethemevenfurther.Sincethen,I’vemetwithmanygovernmentofficials,civilsocietymembers,andbusinessleaders. I’vealsogottentoknowthededicatedteamofAmericansandAzerbaijanisworkingattheU.S.Embassy.Allofthishasshownmethatourbilateralrelationshipisbasedonasolidfoundationandbenefitsfromthededicationofpeopleinbothourcountrieswhoarecommittedtostrengtheningit. Iwouldliketotakeabriefmomenttorecognizeoneofthosepeople,whomyouallcertainlyknowwell.DeputyChiefofMissionWilliamGillhasdoneanexcellentjobasChargéd’AffairesattheU.S.Embassythispastyear,aswellasamemberoftheAmChamBoardsince2016. Thankyouverymuch,Will,foryourtirelessdedicationtoimprovingthetiesbetweentheUnitedStatesandtoAzerbaijan.Will’sworkisjustoneexampleoftheUnitedStates’decades-longengementinAzerbaijan. Inaddition,IamalsoexcitedthatWillencouredandsupportedUSAID’sMissionDirectorJaySinghtoengewithAmChamasakeypartnerinhisforward-leaningprivatesectorstrategy. LetmerecognizeJayforhisroleindeepeningthisengement.TheUnitedStateshasbeenheresincethebeginning;wehestoodshouldertoshoulderwiththeAzerbaijanipeoplefor27yearstohelpyoumaintainyourindependenceandsovereignty,expandanddiversifyyoureconomy,anddevelopdemocratically.Since1992,theU.S.governmenthasprovidedover$1.3billioninassistancethroughprogramssupportinghumanitarianrelief,economicdevelopment,theruleoflaw,andmuchmore.Over6,000AzerbaijanishetreledtotheUnitedStatesonU.S.-governmentsponsoredexchangeprograms. Thesealumninowoccupyleadingpositionsinyourgovernment,civilsociety,theprivatesector,and,ofcourse,AmCham.TheseprogramsarebornfromourbeliefthatastableandprosperousAzerbaijanisessentialforadvancingourcommongoalsofstabilityandprosperitythroughouttheregionandacrosstheglobe. Webelieveyoursuccessandoursuccessaremutuallyreinforcing.AndIbelievethateveryoneinthisroomhasanimportantroletoplayinachievingthatsuccess. Adynamicandengedbusinesscommunityinavibrantandopenprivatesectoristheonlywaytocompeteeffectivelyintheglobaleconomy.Althoughmuchworkremainstobedone,thereisagreatdealtobeproudof.OneareaofunquestionedeconomicsuccessforAzerbaijanhasbeenintheenergysector. CaspianenergyresourceshenotonlyenrichedAzerbaijan,butalsohelpeditplayanimportantroleinEurope.TheSouthernGasCorridorisnotonlyanimportantprojectforAzerbaijan,itisalsoakeycomponenttoguaranteeingthepoliticalandenergysecurityofEurope. JustastheUnitedStatesplayedacriticalroleinsupportingtheBaku-Tbilisi-Ceyhanpipelineinthelate1990s,wewillcontinuetosupporttheAzerbaijanigovernmentanditsprivatesectorpartnerstoensurethecompletionoftheSouthernGasCorridor.However,Azerbaijan’sleadershiphasrecognizedthateventhoughoilandgasareimportant,theAzerbaijanieconomyneedstodiversifyawayfromitsdependenceonhydrocarbons.Wesupportthegovernment’sstatedgoaltohemultiple,sustainablesourcesofrevenue;newopportunitiesforinvestment;andacreative,innovativecadreofentrepreneursworkinginanopeneconomytoboosteconomicgrowthandprosperity. TheU.S.canplayanimportantroleinthiseffort.Insupportoftheseeconomicdiversificationefforts,theUnitedStatesencyforInternationalDevelopment–USAID–hasinvestedresourcesandtechnicalexpertiseinAzerbaijan’sfarmerstoacceleratericulturalsectorgrowth. USAIDhasalsoinvestedinyouthandwomentopromotesmallbusinessdevelopmentandincreaseeconomicparticipation.Nextweek,USAIDisalsosponsoringthefirsteverIllinois-AzerbaijanriculturalForuminChico,facilitatinglinkesandinvestmentopportunitiesbetweenAmericanandAzerbaijanicompaniestofurtheradvancethesector.ThisforumwillbeattendedbytheMinisterofricultureandseniormembersoftheAzerbaijanigovernment. AmCham’ssupportoftheForumhasbeeninstrumental.WehopethatthiscollaborationbetweenUSAIDandAmChamwillresultinfutureeventssuchasthisandfurthertheeconomicrelationshipbetweenourcountries,andthepartnershipbetweenUSAIDandAmCham.WeareencouredbythesignificantstepsthegovernmenthastakentoreformtheStateCustomsCommittee,thetaxsystem,andthedeliveryofgovernmentservicesthroughtheASANservicecenters. ThesereformssendanimportantsignalthatAzerbaijanisinterestedincreatingawelcomingandattractiveinvestmentclimate.AmChamhasplayedanimportantpartinthisprocess. YourbiennialWhitePaperhasproventobeanexcellentwayforthebusinesscommunitytoheanopendialoguewiththegovernment. Thatconversationhasbeenfruitful,andIbelieveitwillcontinuetobesointhefuture. AndyoucancountonthecontinuedsupportoftheU.S.EmbassyforAmCham.Thesepositivesteps,however,arejustthefirstinajourneythatmustcontinue.Theglobaleconomyislarge,anditisverycompetitive. Everycountryintheworldisfightingtoattractforeigninvestmentandtodevelopindustriesthatcreatejobsandexports.Whenmakinginvestmentdecisions,U.S.companiescompareAzerbaijanwithotherpotentialdestinations. Theylookatthesize,health,andtransparencyofthedomesticmarket.  Theylookatthequalityofthelaborpool. Theylookattheregulatoryandtaxregimes. An
